I have worked with absentee ballots for over 20 years. There are consistently errors that people make while marking their ballots. The machines could simply print out a ballot with the circles filled in without a QR code that the voter can review before casting it. This would give a reviewable ballot without the human error portion of coloring in a circle, changing who they are voting for, or writing in a candidate.
